Mr. SAKIYAMA Noboru has been president of the Japanese Liaison Council of Second-Generation Atomic Bomb Survivors since February 2016. The Council is made up of groups of second-generation atomic bomb survivors living in Japan. It aims to pass on the experiences of atomic bomb survivors, ensure the human rights of first, second- and third-generation atomic bomb survivors, protect life and health, prevent further nuclear disasters, and to realize the abolition of nuclear weapons and complete disarmament. Since 2017, the Council has been working on activities internationally y to establish the human rights of nuclear victims including second-generation A-bomb survivors and future generations, and to abolish nuclear weapons. Its members, who themselves are second-generation atomic bomb survivors, advocate that the first Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons should include second-generation atomic bomb survivors and future generations within the “victims” to receive the “assistance” mentioned in Article 6 of the TPNW.
